Article 25 The special operation personnel such as the installation and disassembly of building cranes, lifting signal workers, crane drivers, and cable workers shall pass the assessment of the competent construction department and obtain the special operation qualification certificate before they can take up jobs. .

Article 29 If any of the following acts are violated by the installation unit in violation of these Provisions, the competent construction department of the local people's government at or above the county level shall order it to make correction within a time limit, give a warning, and impose a fine of 5,000 yuan up to 30,000 yuan:
(1) Failing to perform the security duties of Article 12, paragraphs (2), (4) and (5);

Article 30 Whoever violates these regulations and the employing unit has one of the following acts shall be ordered by the competent department of construction of the local people's government at or above the county level to make corrections within a time limit, give a warning, and impose a fine of 5,000 yuan up to 30,000 yuan:
(1) Failing to perform the security duties of (1), (2), (4) and (6) of Article 18;

Article 31 Where a general contractor fails to perform the safety responsibilities of items 21 (1), (3), (4), (5) and (7) of Article 21 in violation of these Regulations, The people’s government construction department shall order corrections within a time limit, give warnings, and impose a fine of 5,000 yuan up to 30,000 yuan.
