The detailed rules clearly stipulate that the Guangzhou auto purchase restriction will implement the new mode of “increment of environmental protection + slogan + bid” for the incremental indicators of medium and small passenger cars, with a ratio of 1:5:4. The new approach will be implemented from August 1 and will be valid until June 30, 2013.

The implementation rules for the introduction of automobile purchases in Guangzhou this time are different from those for Beijing's purchase restriction policy. Although the incremental quota quota has been improved, the distribution model is implemented with “environmental protection + shake number + bid”. For consumers who buy new cars, this may be a brand-new mode of buying cars, but for the used cars that are stocked before the purchase is less free.

The New Deal stipulates that, if a used car registered in the industry and commerce before 0:00 on July 1st, a vehicle transfer registration can be handled directly before March 31, 2013, and the updated vehicle will not generate update targets after the transfer registration is completed. In other words, any used car registered in the industry and commerce department before July 1 can be transferred once in the next 8 months.

This has brought about certain limitations on the transfer of used cars. The introduction of the policy on the sale of licensed cars in Beijing does not restrict the number of transfers and does not restrict the buyer's identity and other conditions.

According to the new regulations on automobile purchases announced by Guangzhou, within the validity period, the number of increments for medium and small passenger cars in Guangzhou is 120,000, which is allocated according to the ratio of 1:5:4, that is, the increment index of 12,000 new energy vehicles will be allocated in the form of a Yaohao. , 60,000 ordinary vehicle increment indicators are configured by the way of shaking, and 48,000 ordinary vehicle increment indicators are configured by bidding. The number of cars purchased by the Yaohao method cannot exceed 2.5 liters.

The Measures also stipulate that for those small and medium-sized passenger vehicles that have obtained the yellow environmental protection mark before October 31, 2012, the number of applications for updating will not be included in the prescribed number of applications. That is to say, scrapped yellow-marked vehicles can directly obtain indicators and do not need to participate in the shake, but the condition is that the new vehicle's displacement cannot be higher than the displacement of the scrapped vehicles.

In other words, if a consumer wants to scrap a 1.0-liter car, he can obtain the car index without participating in a shake. However, the newly-purchased vehicle's displacement cannot exceed 1.0L. This will bring a lot of interest to people who trade in for the new one. Concern, because consumers will certainly want to buy a larger than the original displacement of the vehicle, and the displacement of the restrictions will inevitably cause the original owners dissatisfaction.
