The “13th Five-Year Plan” proposes that “accommodating consumption should be accelerated and upgraded, consumption environment improved to release consumption potential, supply improvement and innovation to better meet, create consumer demand, and continuously enhance the basic role of consumption to drive the economy”. It is required to “steadily promote large-scale consumption such as housing, automobiles and health care”. The active second-hand car market is an important measure to steadily promote car consumption.
The annual number of used cars in the United States is about 42 million. In 2015, the number of new cars in the United States was 17.47 million, and the volume of used cars was about 2.4 times that of new cars. The US auto market was basically saturated at the end of the last century, and the production and sales of 17 million new cars were mainly replaced. In 2015, the number of used cars in China was 9.42 million, while the sales volume of the new car market was 24.598 million. The used car market was less than 40% of the new car market. If it can grow to 60 million vehicles, the transaction volume will exceed 3.5 trillion yuan. At present, the main factor restricting the development of the domestic used car market is the “restricted move”. In the second-hand car transaction, the proportion of cross-regional circulation under normal conditions is about 20%, but due to local restrictions, the proportion in 2014 was only 12%. In first-tier cities like Beijing, the rate of out-migration is generally above 50%, and now only about 30%. This means that some national car owners in Beijing can only scrap in advance in order to change cars.
Statistics show that there are 18 cities in China that implement the national five emission standards (this year will increase to 105), 230 cities implement the national four standards, so the second-class vehicles of the national three standards can only be locally digested, this year is lower than the national five standards. Used cars are also facing the "restricted move" doom. The “Regulations on Compulsory Scraping of Motor Vehicles”, which was implemented in 2013, “small and micro-non-operating passenger cars and large non-operating cars driving 600,000 kilometers” will be compulsory, and localities should implement this regulation. On the other hand, due to the lack of relevant policies, the current used car transactions follow the taxation method of the old goods transaction, which is levied at 2% of the full amount of the transaction. In the current implementation of the “reform of the camp”, it should be changed to Impaired by 17% of the value added portion.
