Recently, in the Russian capital of Moscow, Dmitri Konov, general manager of Russia's Siebel Petrochemical Company, and Wang Tianpu, president of China Petroleum & Chemical Corporation, signed a cooperation agreement. As early as October 2011, both parties in Beijing signed a memorandum of understanding on the establishment of two joint ventures for the production of nitrile rubber in Krasnoyarsk (Russia) and Shanghai. The parties agreed that once a joint venture is established, Sibur will provide nitrile rubber polymerization and post-processing technologies. The existing nitrile rubber production capacity of Krasnoyarsk Synthetic Rubber Factory will be expanded to 56,000 tons per year. The joint venture established in Shanghai in the future will have a production capacity of 50,000 tons/year. Dmitry Knoff pointed out: "Sibur has a modern production process technology for synthetic rubber. Using this technology in cooperation with Sinopec can meet the needs of the rapidly growing Chinese market. We hope our cooperation can be achieved. Good results." It is reported that Sibul is the leading petrochemical company in Russia and Eastern Europe and the second largest producer of synthetic rubber in Europe.
