The group also selected David Kelly, former acting director of the National Highway Traffic Safety Administration (NHTSA), as the head of the investigation project. Since 1999, Takada has been the only airbag manufacturer to use its current propellant. Former Takata staff and chemists said that the propellant will decompose when exposed to moisture and may cause an explosion if subjected to excessive external force.
