In the context of rising domestic food prices and meat prices and increasing inflationary pressures last year, China introduced policies that restrict the production of grain ethanol. This has created a significant policy risk for companies that have already invested in this area. In the "two sessions," Ning Gaoning, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the China National Grains Corporation, expressed different views on this policy. Ning Gaoning said that the rise in food prices has become an international trend. The problem now is that consumption has risen and the supply relationship has become a problem. China needs to look at problems from a global perspective. According to the "First Financial Daily" quoted, Ning Gaoning rebutted the argument that corn ethanol processing caused tight supply and caused prices to rise. He said: “Everyone thinks that corn has been converted to ethanol. Now it is exaggerating the impact of corn ethanol. In fact, (corn ethanol) is only a small amount.” Ning Gaoning said that in 2001 the State Council in Heilongjiang, Jilin, and Anhui In order to conduct trials in four provinces in Henan Province, a total of 1 million tons of ethanol was produced, which only accounted for 1.4% of the grain output. It has not been expanded since then. The real reason for corn grain ethanol prices rising now is the United States. The United States is the main producer and exporter of corn. The weight is too large. The United States has made 30% of corn corn alcohol. It is useless for other countries not to use corn ethanol. However, entrepreneurs' ideas for investing in corn ethanol are limited by current policies. Premier Wen Jiabao stressed in his policy work report today (March 5) that "we must strictly control the export of grain and food for industry and resolutely prevent the blind expansion of corn's deep processing capacity. Construction projects that violate regulations must be suspended." Premier Wen's remarks show that, with anti-inflation becoming a top priority, the domestic government has completely shut down the possibility of relaxing domestic corn ethanol processing policy. Chen Xiwen, director of the Central Rural Work Leading Group Office, also suggested that the way to control non-agricultural corn is not to subsidize new projects, and “it would be unprofitable not to subsidize it”. This suggests an important policy message. In the future, the policy tools for limiting or reducing grain ethanol in the country will probably include the elimination of financial subsidies.
