This means that after five years, the production, use and import and export of endosulfan will be implemented globally (partial exemption may be extended to 10 years). This resolution will take effect one year later.

India, China, and Uganda nominated exemptions for specific crop pests during the discussion. Crops involved include cotton, coffee, tea, tobacco, beans, tomatoes, onions, potatoes, apples, mangoes, rice, wheat, peppers, corn, jute, etc. .

After endosulfan has been added as a banned substance, some countries including China need to approve this resolution through relevant procedures before they can formally take effect in China. The elimination of endosulfan in developing countries still faces many challenges, such as the identification of alternatives, the rehabilitation of contaminated sites, and the handling of inventory products. At this conference, one of the focus topics is how developed countries will shoulder their historical responsibilities and provide funds and technical support for the ban on endosulfan in developing countries. The proposed text jointly proposed by Cuba and Switzerland proposes to include in the guidance of the financial mechanism the content of “recognizing that the use of alternative endosulfan by developing countries should receive financial and technical support” and submit it to the General Assembly for discussion and successful adoption.

Endosulfan is a synthetic organochlorine compound that is widely used as an agricultural pesticide. According to available data, endosulfan is highly persistent in the environment, has a large potential for bioaccumulation, has long-range environmental transport capacity, and is highly toxic to almost all types of organisms. Therefore, at the sixth meeting of the Persistent Organic Pollutants Review Committee of the Stockholm Convention held in 2010, a draft risk management evaluation of endosulfan was adopted, recommending that endosulfan be included in Annex A of the Convention and enjoy a specific exemption. The inclusion of endosulfan in Annex A of the Stockholm Convention has increased the control of persistent organic pollutants in the Convention to 22 species.
